Coyote Pups?!

My friend Dave and I were biking along Canada Road near the foothills of the Santa Cruz Mountains at sunset. We pulled over in amazement to watch these dogs run through the dry grasses. There were actually three of them! I think they are coyote pups. They are small and have short, light brown fur. Their tails are not as bushy as the tail of a fox. Do you think they are coyote pups? What do you think they are doing in the field? Woodside, CA 5/24/00, pre-trip
